MSc in Law (J.D. equivalent), summa cum laude, from Catholic University of Milan (2004). Master of Law (LLM) from the "Scuola di specializzazione per le professioni legali" of Catholic University of Milan (greatest distinction). PhD in Administrative Law from State University of Milan (2008). 

At Bocconi, I am a Fellow at GREEN (Centre for Research on Geography, Resources, Environment, Energy and Network), a fellow at BAFFI CAREFIN (Centre for Applied Research on International Markets, Banking, Finance, and Regulation) and a member and co-founder of the Observatory on Public Procurement and Sustainability (within GREEN).

Previously, I worked as a researcher at Catholic University of Milan (2012-2014) and I was Associate Research Fellow at the Centre for Socio Legal Studies of the Univesity of Oxford (UK).

I was Visiting Scholar /Professor at the Italian University of Switzerland, USI (2024), Berkeley Law School (January-September 2019), University of Oxford (since 2014, various periods of research), Trinity College of Dublin (2013 and 2018), New York University (2010), University of Reading, UK (2010), Université Montesquieu de Bordeaux (2010).

In September 2018 I was unanimously declared as Full Professor of Administrative Law by the Italian national scientific committee. 

I have published 2 books and more than 70 artiles in Italian and European/American Law Journals. My research focuses on administrative law, administrative due process and environmental law.

I have a vast experience in teaching both undergraduate and graduate students, as well as in life-learning courses addressed to both public and private employees.

Apart from my academic appointment, I am a member of the commette within the Italian Ministry of the Environment in charge of redrafting the environmental law Code and a member of the Supervisory Board of the Piccolo Theatre in Milan. In 2022 I worked as consultant to the Italian Ministry of Justice and in 2014 I was a member of the working group within the Italian Ministry of Public Adminsitration established to prepare the legislative decrees implmenting Law 124/2015 which reformed the Italian Public Administration.

I work as an Of Counsel at Baker McKenzie, Milan office, and my practice focuses on adminsitrative law matters, especially in the environmental law and in the public procurement law field.

I wrote two books (the first one on the relevance of Article 6 of the ECHR for the administrative proceeding and trial; the second one on the revocation of administrative acts as an instrument of alternative dispute resolution in public law matters) and published more than 60 scientific contributions, both in Italian and in English (articles, case-law comments and chapters of books), in the following main topics: Administrative Law (Public Procurement, Public Services, Administrative Organization, Administrative Procedure and Judicial Review), Environmental Law and Public Law of Economics. I have been invited as a speaker in more than 50 scientific symposia and seminars in Italy and abroad. I have organised various international scientific meetings and seminars at Bocconi University where I am also regularly selected as a speaker. In 2020 I have been invited several times at the Senate of the Italian Republic to comment on draft laws under discussion in the Parliament.

I have a vast experience in teaching in various postgraduate courses for students, public employees and lawyers both in public and in private institutions (among them, SDA Bocconi, Éupolis Lombardia, Lombardia's Foundation for the environment, Ca' Foscari University of Venice, University of Calabria, University of Siena, La Sapienza University of Rome).

Since 2010 I have been scientific and teaching coordinator of the Postgraduate Master of Law at Bocconi and Pavia Universities (SSPL).

I am member of the Editorial Board of “Il diritto dell’economia” (Supervisor). Previously, I was member of the Editorial Board of “Italian Journal of Public Law” and Rivista Quadrimesrale di Diritto dell'Ambiente. I am external referee for many Italian Law Reviews such as: Diritto processuale Amministrativo, Concorrenza e Mercato, Nuove Autonomie, Persona e Amministrazione, Rivista Quadrimestrale di Diritto dell'Ambiente, Rivista di diritto dei media, Federalismi, European Papers.

Research interests

Administrative Law, Environmental Law, Administrative Regulation of Markets. Said fields have been recently addressed also in a broader, socio-legal perspective.
